Why is shooting random strangers with a water gun wrong, when it feels so right?

when i was at the beach, i was a silent asin. i used stealth and the environment to stalk my prey before dousing them with water. most of them were innocent tanners trying to enjoy themselves and the look on their faces just made me laugh even harder :).
