Can someone here explain this EXTRAORDINARY parliamentary debate on NOV 1st 2010?

I am a representative of foundation x, and i can confirm it is true. We want to invest �75billion interest free into the UK by lending to British Government. The reason is we are principle importers of fags and cider to scotland, and if the torries continue their cuts, most of our clientelle will not have enough to spend on our products.
